Broyhill Park Newsletter Delivery
The Broyhill Park Civic Association is in need of someone to take over as Newsletter Delivery Coordinator. At the present time we are only printing a newsletter twice a year, so this is not a time consuming task. It involves dividing the newsletters into the right number of copies for each pre-set delivery route and then dropping them off at the delivery peoples’ homes for distribution to the neighborhood. This must be done in a timely manner so that the newsletter goes out before any scheduled events. If you are currently serving as a newsletter deliverer, please consider stepping up to Delivery Coordinator, although of course anyone who is willing to help is welcome. Attention Broyhill Park Residents who live on Marc Drive, Carol Lane, and upper blocks of Parkwood, Kenney, and Norfolk.
The last step in the process of expanding Broyhill Park’s Residential Parking Permit District (RPPD) is a public hearing that is scheduled for January 25 at 4:00pm at the Fairfax County Government Center. Broyhill Park residents who live on the affected streets are urged to submit testimony in favor of the expansion. Testimony about the specific aspects of why we are seeking to extend the RPPD, such as “I can’t park in front of my own house,” “I can’t see to get out of my driveway,” etc., will result in an informative and expeditious public hearing process. You can either speak directly at the hearing, or you can submit written testimony. Here are directions for both of these options:

Broyhill Park Halloween Parade & Trunk and Treat
Date & Time: Saturday, October 30, 2:30pm
Location: Woodley Pool Parking Lot, 7421 Camp Alger Avenue
PARADE – Calling all Broyhill Park families, neighbors, kids, toddlers, babies, and pets! Wear your Halloween costume and meet in the pool parking lot Saturday afternoon, October 30th. The parade will set off at 2:30 with a leisurely stroll around the block to the melody of the bagpipes. Don’t care to walk the parade route? Just come and watch the fun or bring your car and provide goodies for the Trunk & Treat (see sign-up information below). All Broyhill Park residents are welcome to come and join in on this annual event!

The Broyhill Park Tree Committee is offering FREE magnolia tree seedlings to Broyhill Park residents for planting in your yard (limit 2 per household). These potted trees are easy to plant, and fall is the perfect time to get them into the ground. Here’s what's available:
- Sweetbay magnolia (magnolia virginiana) – grows up to about 25’ and has sweetly fragrant white flowers in the spring
- Bigleaf magnolia (magnolia macrophylla) – grows up to about 50’ and has large, very fragrant white flowers with a red splotch in early summer. (It is not the same as the leathery-leaved southern magnolias so common in this area.)
There are also 2 honeylocust trees and one black locust still available. Each is about 3’ tall and potted.

Broyhill Park Halloween Parade & Trunk and Treat

Sign-ups are now open for anyone who can bring their car and provide treats at the Broyhill Park TRUNK & TREAT that will take place immediately following the Halloween Parade on Saturday, October 30. Decorate the trunk of your car with a Halloween theme and include a bowl of Halloween treats such as candy, small toys, stickers, etc. for the children to gather after the parade. REMINDER – Only rainwater should go down the storm drains! Whatever is washed down the storm drains goes directly into local streams, not a treatment plant, so never dump household chemicals or motor oil down a storm drain. Used motor oil and other automotive fluids, as well as household chemical wastes, should be taken to the hazardous waste dump at the I-66 Transfer Station. Disposal there is free to County residents.

This flyer is being sent to all civic and homeowner associations at the request of Fairfax County's Stormwater Planning Division as part of an effort to reduce stormwater drain pollution. Rain that falls onto hard surfaces is carried by runoff into the storm drains, which lead directly to our local streams, rivers, and ultimately to the Chesapeake Bay. Many common sources of water pollution come from residential areas. These include swimming pool discharges, car washing and maintenance, excessive animal waste, improper yard waste disposal, unsecured garbage and trash, improper pesticide application, and improper disposal of construction materials and paint. Please help to improve local surface water quality by working to reduce these sources of water pollution.

Update on Petition to expand Broyhill Park's Residential Permit Parking District
We are close to having the required number signatures on the petition and have decided to extend this effort until enough signatures are collected. We are still holding the $10 permit fee checks from those who have paid, so please be patient a little longer. In the meantime, if you are one of the remaining homes who have not yet been contacted, a neighbor will be going door-to-door with the petition form and asking for your support in the next few weeks.
Civic Association Dues
The Broyhill Park Civic Association is funded solely by dues payments. Dues are $10 per year per household. Please pay dues for this year if you have not already done so, and thank you to those who have already paid. You can pay online on the Broyhill Park website, or print out the dues form from the website and bring it along with your payment to National Night Out.

UPDATE on Petition to Expand Broyhill Park's Residential Permit Parking District
Several neighbors have volunteered to go door-to-door on Marc Drive and Norfolk Lane to try to get the last few required number of signatures on the petition to restrict non-resident parking. A copy of the petition can also be printed from the the Broyhill Park website, www.broyhillpark.org – see “RPPD petition” on the right side of the home page. Print the page that has your address, put your name, date and signature next to your address line, and mail or drop off at 3304 Dye Drive in Broyhill Park (do NOT mail to the county address shown on the petition – they will just mail it back to us).
We need a volunteer from the block of Carol Lane between Kenney & Parkwood to ask the remaining 3 neighbors on that block to sign. Anyone wishing to volunteer, please reply to this email.

Saturday, May 1

Meet at the Triangle at Graham Road & Strathmore Street starting at 2:00pm.
For the Triangle Clean-Up: Bring shovels and other gardening tools to help enlarge the butterfly garden, pull weeds from the flower beds, and pick up litter.
For the Plant Exchange: Bring some divided perennials, rooted cuttings, or seedlings, and exchange them on a one-for-one basis to get something new for your garden.
Special Seedling Giveaway – Fairfax ReLeaf is providing 30 New Jersey Tea seedlings. These will be free to Broyhill Park residents (maximum 2 per home) given on a first-come, first-served basis. New Jersey Tea is a small flowering shrub that is attractive to butterflies and hummingbirds.
RPPD Expansion
A petition to expand Broyhill Park’s Residential Permit Parking District was delivered to 66 homes* in late March. So far only 10 people have signed and sent back their petitions along with the $10 permit fee. We need significantly more than this in order to be granted the expansion (see details on the petition). If anyone needs a replacement petition, or would be willing to go door-to-door in pairs or with a Civic Association Board member to get signatures, please reply back to this email. Although we have one year in which to collect the required number of signatures, this effort will be discontinued (and checks returned to those who sent them) if not enough support is received by the end of June.

Easter Egg Hunt - Saturday, April 3 - 10:30am

All Broyhill Park neighbors are invited to the Broyhill Park annual Easter Egg Hunt this Saturday, April 3, starting at 10:30am at St. Patrick’s Church. Bring a basket and go on the hunt for candy and prize filled eggs that will be scattered across the church grounds. Kids of all ages welcome! Open to all Broyhill Park residents.
Stream Clean-Up – Saturday, April 10 – 10:00am to 1:00pm
Keep our neighborhood park clean! Volunteers are needed on Saturday, April 10, to help clean litter from the Broyhill Park stream and greenway that runs between Nealon & Dye Drives. Meet at 10:00 at the park entrance on Camp Alger Avenue. Wear work gloves and gear suitable for walking through brush and mud. All Broyhill Park residents are welcome to participate – whatever amount of time you can give will be appreciated. This event is coordinated with the Fairfax County Park Authority, which will provide trash bags and trash pickup afterwards. Any youth groups participating can have community service hours signed off on, too. Refreshments will be provided.

Over 70 speakers testified at the March 9th public hearing held by the Board of Supervisors on the county’s new draft zoning ordinance (“zMod”), which contains controversial proposed changes that loosen regulations on accessory apartments in single-family detached homes (ALUs), Home-Based Businesses (HBBs) and outdoor Accessory Structures. The vast majority of speakers opposed the proposed changes because of concerns over negative impacts on neighborhoods (unplanned density, commercialization).
The Board of Supervisors did not ask one question related to ALUs or HBBs at the public hearing. They have deferred their decision until March 23. zMOD proposal:
- Maximum of 2 people, dwelling must be owner occupied (same as above)
- Drop the disability/age requirement
- Drop special permit requirement (require only administrative permit)

HOME-BASED BUSINESSES
Concerns
- Commercialization of neighborhoods including pedestrian & vehicular traffic, relentless noise and activity, privacy, accessory structures on the fence line, light and air pollution, clutter/trash, business signs on front lawn
Current Regulations
- Home-Based Businesses allowed by current regulations are very limited
zMOD Proposal:
- All home businesses would be allowed by administrative permit only
- Extremely broad range of businesses would be allowed, including retail sales of anything legal to sell in virginia (sales and delivery offsite or online only), manufacture anything legal to make (sales and delivery offsite or online only), any business arguably related to health and exercise (e.g., massage), no business is listed as not allowed
- Optional range of customers: 4 at a time/8 per day, 2 at a time/6 per day, and none (NOTE: Limits on customers are not enforceable)
- No requirement for county inspections
- No limitation on equipment used by the business
Proposed Community Response to Home-Based Business changes
- BoS should require a special permit for any HBB that has on-site customers
- BoS should limit the range of businesses allowed to preclude those obviously incompatible with homes and neighborhoods
- BoS should retain the current county inspection requirement
- BoS should place a limit on the equipment and materials that can be used by home businesses
ENCLOSED FREESTANDING ACCESSORY STRUCTURES (DETACHED GARAGES, WORKSHOPS, SHEDS)
Concerns:
- Accessory structures crowding the property line
- Issues with noise, privacy, and relentless activity
Current regulations: One structure limited in area to 200 sq ft. If less than 8-1/2 ft. tall may be constructed on property line, may occupy 30% of rear setback and 100% of side setbacks. No permit required
zMODproposal:
- Any number of structures with floor area up to 50% of the main house floor area
- If less than 12 ft. tall, may be as close as 5 ft. to property line
- No permit except standard building permit (required when floor area exceeds 225 sq ft.)
Proposed Community Response
- BoS should limit enclosed freestanding accessory structures allowed without permits to one structure not exceeding 200 sq ft in area, the current limit.
- BoS should allow additional structures and increased floor area by special permit only
- BoS should not adopt the zMOD proposal to allow structures up to 12 ft tall to be constructed as close to the property line as 5 ft.
